Nanhai Park of Foshan High-tech Industrial Development Zone

Foshan High-tech Zone, a national high-tech zone established with the approval of the State Council in 1992, implements the management system of “one zone with five parks, unified planning, separated park managements and innovative services”. After a 26-year development and construction, it has become the main engine of Foshan’s scientific and technological innovation and industrial upgrade. It’s the main park of the Pearl River Delta National Independent Innovation Demonstration Zone, the main carrier of Guangdong-Guangxi-Guizhou High-speed Railway Economic Belt Cooperation Experimental Zone (Guangdong Park), a national innovative featured park, a national intellectual property pilot park, Guangdong Comprehensive Experimental Zone of the Innovative Integration of Finance, Science, Technology and Industry, and the innovation base of equipment manufacturing industry in the western Pearl River area.

Nanhai Park of Foshan High-tech Zone,i.e. Nanhai High-tech Industrial Development Zone, is an important part of the “one zone with five parks” system of Foshan High-tech Zone with a planned area of 403 square kilometers. In January 2014, it was approved as the first provincial comprehensive experimental zone for the integration and innovation of finance, technology and industry. In 2017, the dental medical device was approved for a pilot project of national innovative industrial cluster, and China (Guangdong) Robotics Innovation Center won the 2017 “Impact China” Intelligent Manufacturing Award and was rated as one of the “Top 10 Valuable Parks for Investment and Business”. In 2018, the regional GDP of Foshan High-tech Zone reached 154.554 billion yuan, with a year-on-year increase of 16.63%; the total industrial output value was 172.952 billion yuan, with a year-on-year increase of 7.63%; and the tax revenue has increased by 89.20%, reaching 11.436 billion yuan. What’s more, Shishan Town, in which Nanhai Park is located, has achieved a GDP of 104.872 billion yuan in 2018, joining the “top 1000 towns with comprehensive strength in China” for four consecutive years and ranking the second in the country and the first in Guangdong.

Thegeographical location is outstanding. Nanhai Park, located in the core of the Guangdong-Hong Kong-Macao Greater Bay Area with Foshan West Railway Station and Foshan Shadi Airport, has shown the seamless co-urbanization of Guangzhou and Foshan with a 40-minute drive to Guangzhou Baiyun International Airport.

The industrial system iscomplete. Nanhai Park focused on developing real economy and private economy, and has cultivated traditional leading industries such as automobile and spare parts, high-end manufacturing, intelligent home appliances, and nonferrous metals, and emerging industries such as robotics, bio-medicine, and new materials, equipped with national innovative industrial cluster of dental medical device, Guangdong Biomedical Industrial Base, Guangdong New Lighting Source Industrial Base, Sino-Europe Scientific and Technological Cooperation Industrial Park and other featured industrial park, and gathered 31 world’s top 500 enterprises, 22 listed companies and NEEQ listed enterprises, and 719 high-tech enterprises. The private economy is developed with over 10,000 industrial enterprises, of which 80% were private enterprises, gathering FAW-Volkswagen, Honda Automotive Parts, Innolux, NATIONSTAR and other influential leading enterprises, along with JMA Aluminum, Dongfang Precision, Nanfang Ventilator, Wision Furniture and other manufacturing backbone private enterprises to become an important stronghold for the development of advanced equipment in the western bank area of Pearl River. 

The scientific and technological innovation is prominent. Nanhai Park as the core park of Foshan High-tech Zone gathers innovation resources, implements the strategy of “close to universities, institutions and talents”, and strengthens the cooperation with famous universities such as Chinese Academy of Engineering, Chinese Academy of Sciences, and Tsinghua University, which has successfully introduced a batch of new development institutions and major innovation platforms such as Lihe (Foshan) Science and Technology Park, Guangdong Technology University CNC Equipment Cooperative Innovation Institute, China (Guangdong) Robotics Innovation Center, Foshan Institute of Intelligent Equipment Technology, Guangdong 3D Printing Application Technology Innovation Center, Guangdong Academy of Medical Sciences (Nanhai) Translational Medicine Center, Foshan Anjie Health Industrial Park Project. Among them, the robotic agglomeration effect is outstanding with the settlement of 3 China’s top 5 domestic robot production enterprises: EFORT Robot, ESTUN Robot, and Huashu Robot. The innovation and start-up business atmosphere is strong, with 6 universities including Nanhai Campus of South China Normal University, North Campus of Foshan University, and Neusoft Institute Guangdong, gathering intelligent resources of 50,000 teachers and students; 5 national incubators, 5 national makerspace, 116 engineering and technology research centers at provincial level or above, 36 enterprise technology centers at provincial level or above, together with 3 postdoctoral research stations, which becomes a hotspot for innovation and star-up business in the Pearl River Delta.

The policy system is well-organized. Nanhai Park, striving to promote enterprise innovation and talent development, has launched valuable development support policies based on its own situation, fully implementing policies in Guangdong, Foshan, Nanhai and the high-tech zone to create a first-class business environment. It has issued “Measures for Speeding up the Innovation-driven Development of Foshan National Independent Innovation Demonstration Zone in Foshan High-tech Industrial Development Zone” to promote the construction of national independent innovation demonstration zone in Nanhai Park, where major scientific and technological innovation projects, intelligent manufacturing upgrade projects and other policies have supported key applied researches and achievement industrialization through market orientation, and promoted the overall transformation and upgrading of leading enterprises in Nanhai Park. It has implemented policies such as providing financing and interest support for high-tech enterprises, promoting enterprises to go public, increasing capital and expanding production, and promoting the development of automotive industry chain to facilitate the development and growth of high-quality enterprises. In terms of talent introduction and cultivation, supportive and incentive measures for innovation and start-up business projects, funding and management measures for Tsinghua alumni start-up business projects, management measures for special funds of scientific and technological innovation, management measures for talent apartments and other policies have been introduced.
