Gaoming Park of Foshan High-tech Industrial Development Zone

In August 2006, Gaoming Cangjiang Industrial Park passed the national audit and was approved as a provincial economic development zone. In February 2008, the core zone of Gaoming Cangjiang Industrial Park was incorporated into the“one zone with five parks” management structure of Foshan High-tech Zone as an important member of Foshan High-tech Zone---Gaoming Park of Foshan High-tech Industrial Development Zone. In December 2016, in order to further strengthen the industrial agglomeration and investment promotion function of the park, the CPC Gaoming District Committee and district government launched the materialized reform of Gaoming Cangjiang Industrial Park and carried out independent operation. In June 2017, the management scope of Gaoming Park was expanded to 53.56 square kilometers (general jurisdiction), including core areas, direct administered areas and entrusted management areas), and officially started the construction for the establishment of national economic and technological development zone. Recently, in accordance with the latest arrangements of the CPC Foshan Municipal Committee and municipal government for the adjustment and optimization of the system and mechanism of Foshan High-tech Zone, and according to the Foshan High-tech Zone Management System and Mechanism Optimization Plan and Stipulation of the Function Allocation, Internal Organization and Staffing Level of Foshan High-tech Industrial Development Zone Management Committee, Gaoming Management Bureau of Foshan High-tech Industrial Development Zone was established as the administrative unit directly subordinate to the Management Committee of Foshan High-tech Industrial Development Zone to seize the development opportunity of the Guangdong-Hong Kong-Macao Greater Bay Area and strive to seek for the high-quality development.

1.The economic development of the park achieves a certain scale 

Gaoming Park (general jurisdiction) of Foshan High-tech Zone has introduced a total of 1341 enterprises of various types, including 220 enterprises “above 4 designated level” (industrial enterprises above designated level, construction enterprises with qualified grades, wholesale, retail, accommodation and catering enterprises above the quota, and service enterprises above the quota), 182 industrial enterprises above designated level, 1 enterprise with an output value of more than 10 billion yuan, 53 enterprises with an output value of more than 1 billion yuan, and 129 enterprises with an output value of more than 100 million yuan. In 2018, the total industrial output value above the scale of the park reached 142.1 billion yuan, with a year-on-year increase of 8.13%; the tax revenue was increased by 10.83%, reaching 2.58 billion yuan; and the total volume of imports and exports reached 5.961 billion yuan, with a year-on-year increase of 7.44%.

2.The regional industry layout continues to optimize

Gaoming Park of Foshan High-tech Zone hasbuilt four advantageous industrial clusters of healthy food, intelligent manufacturing, electronic information (electrical appliance), "three new" industries (new materials, new energy, new energy vehicles and spare parts), attracting a large number of well-known enterprises to settle in. The healthy food industry gathers the largest food seasoning production enterprise in China---Haitian Flavoring & Food with the output value of 13.3 billion yuan in 2018 and the tax revenue reaching 1.497 billion yuan, and domestic well-known high-end dairy enterprise---Herun Dairy. The intelligent manufacturing industry gathers many well-known enterprises, such as B&T Ceramic Machinery, Senna Elevator, Honda Foundry, and Vanward, with an industrial output value of more than 10 billion yuan. The electronic information (electrical appliance) industry gathers domestic stage lighting R&D and production enterprise---ACME, the first listed company in lighting industry---Foshan Lighting, and LED well-known enterprise LuckyStar. The "three new" industry gathers the leading domestic rail equipment manufacturing enterprise---CRRC Sifang, Taiji Power, an important component vendor of new energy vehicles, Hanrong Technology, a professional sensor manufacturer, and Goldstone, a professional new materials and graphite manufacturer. Among them, the CRRC Sifang Modern Tram Manufacturing Base is one of the five major hydrogen energy industry bases in Foshan, which is designed to have the capacity to repair and overhaul 300 urban rail subways, providing comprehensive maintenance services for the manufacture of modern trams and urban rail vehicles in the Pearl River Delta and South China.

3.The infrastructure construction is gradually improved

Gaoming Park of Foshan High-tech Zone, located in the key node area where the core zone of the Pearl River Delta meets western Guangdong and even Southwest China, has a unique geographical advantage of inheriting the east and developing the west, and takes the settlement of the Pearl River Delta Hub (Guangzhou New) Airport as an opportunity to link the six major high-speed (fast) expressways, rail transportation and international shipping facilities to build a three-dimensional hub of water, land, air and railway. Gaoming has a 18-kilometer-long golden waterway of Xijiang River, with 15 minutes from the park to the freight port and passenger port, which are navigable for river and sea ships ranging from 3,000 to 5,000 tons. Guangzhou-Gaoming Expressway, Jiangmen-Zhaoqing Expressway, Jiangmen-Luoding Expressway and Gaoming section of Gaoming-Enping Expressway have been completed and opened to traffic with 90 kilometers expressways mileage in the region. It only takes an hour from Gaoming downtown to Guangzhou New International Baiyun Airport. The first phase of China’s first hydrogen-powered tram demonstration line will be completed and put into operation this year, and the construction of the second phase of Foshan Metro Line 2 has been started in 2020. With the completion and the use of transportation supporting projects, the industrial carrying capacity has been continuously enhanced, which has laid a solid foundation for attracting investment.

In the next stage, GaomingPark of Foshan High-tech Zone will focus on the construction of Guangdong-Hong Kong-Macao Greater Bay Area urban clusters and other major development strategies, promote the construction of the new regional development pattern of “one core, one belt, one zone” in Guangdong, firmly grasp the opportunities for speeding up the construction of major transport infrastructure such as the Pearl River Delta Hub (Guangzhou New) Airport, Nanzhuang-Gaoming section of Foshan Metro Line 2, and the South Ring Section of Foshan 1st Ring Expressway Western Expansion Project, further promote the industrial transformation and upgrading and the integration of production and urban development, build itself into a demonstration zone for the conversion of new and old kinetic energy, lead the new round of restructuring and upgrading for Foshan’s industrial structure, and become a new hub production city in the west of Guangdong-Hong Kong-Macao Greater Bay Area.
