Foshan High-tech Zone: 3issues to be solved for high-quality development

On August 13, Foshan High-tech Zone held the CPC Working Committee Meeting to convey and study the spirit of General Secretary Xi Jinping’s important speech at the entrepreneur seminar, thespirit of the important instructions on crime crackdown, the spirit of the important instructions given to the poverty alleviation of Maonan nationality, and the Opinions on Promoting the High-quality Development of National High-tech Industrial Development Zones (hereinafter referred to as the “Opinions”) issued by the State Council.

The meetingconveyed the spirit of Jia Jingdun, director of the Torch Center of the Ministry of Science and Technology, the speech spirit at the Discussion Meeting of the CPC and Government Leaders of the High-tech Zone, and the speech spirit of by Lu Yi, secretary of the CPC Foshan Municipal Committee, on the investigation of the High-tech Zone. In addition, the meeting also conveyed the situation of attracting investment in major industries since this year.

Development:3 issues to be solved for making plans and focusing on detail rules

“We should plan in advance and promote the high-quality development of Foshan High-tech Zone with the new development concept of innovation, coordination, green, openness and sharing.” Cai Jiahua, standing member of the CPC Foshan Municipal Committee, executive vice mayor of Foshan, and secretary of the CPC Working Committee of Foshan High-tech Zone, believes that the Opinions has provided a fundamental basis for the strategic goal of “six zones with one pole” of Foshan High-tech Zone. Foshan High-tech Zone should first study and formulate a more accurate and powerful action plan. Secondly, it is necessary to build Foshan Innovative Lighthouse Community with high standards. Thirdly, it should continuously carry out international exchanges and cooperation, actively integrate into the global innovation system, give full play to the role of overseas platforms, and speed up the introduction and agglomeration of international high-end innovation resources.

At the meeting, Pan Dongsheng, deputy secretary of theCPC Working Committee of Foshan High-tech Zone and director of the Management Committee of Foshan High-tech Zone, introduced the situation of visiting the Torch Center for communications this year. Cai Jiahua proposed 3 steps to implement the new development concept and promote the high-quality development of the High-tech Zone:

Firstly, research and formulate an action plan as soon as possible, explore the development of the High-tech Zone with the innovation concepts of coordination, green, openness and sharing, and plan to develop into the High-quality Development Pilot Zone of National High-tech Zones.

Secondly,build and improve the innovation chain and the industrial chain, and build a circular mechanism around the “one zone with five parks” of the High-tech Zone by setting a complete industrial chain through innovation.

Thirdly, make good use of science, technology and finance, gather resources and absorb the experience of other developed high-tech zones, form a set of work guidelines and plans, and explore the introduction or combination of social capital.

Project promotion: further raise the awareness of “projectis the top priority”

On July 21 this year, Lu Yi, secretary of the CPC Foshan Municipal Committee, investigated anddelivered a speech in the High-tech Zone, and subsequently gave instructions on the Promotion Report of the Key Work of the High-tech Zone. By far, five parks of the Foshan High-tech Zone have introduced major industrial projects of more than 1 billion, with a total planned investment of about 29.1 billion yuan, including two projects invested with more than 5 billion yuan or 500 million US dollars, namely the StarFive Technology Kaiyuan Chip Base Project in Shunde Park (5 billion yuan) and the Plainvim International Modern Industrial Park Project in Nanhai Park (10.5 billion yuan).

In addition, five parks of theHigh-tech Zone have introduced 16 industrial projects (including major projects of more than 1 billion yuan), with a total planned investment of about 30.7 billion yuan. The investment of four projects for increasing capital and expanding production was about 6.11 billion yuan, accounting for about 19.9%. The investment of five industrial park projects reached about 15.856 billion yuan, accounting for about 51.65%.

At present,facing the great pressure of economic downward, good projects and large projects are the important boost to promote economic development, and the investment competitions in various cities are increasingly fierce. In July this year, the CPC Foshan Municipal Committee and the government have held 3 meetings successively to emphasize the introduction and construction of major projects.

Cai Jiahua said thatthe High-tech Zone as the innovation and development leader in Foshan and the main engine of industrial upgrade should take major responsibilities and take the lead in attracting investment for major projects. “It is necessary to put the investment promotion of major industrial projects in a more prominent position in terms of thinking and action,” Cai Jiahua pointed out that the Management Committee and administrations of various parks should further raise the awareness of “project is the top priority”, focus on the projects, make good preparations for the projects, pay close attention to the introduction and construction of major industrial projects, seize new projects, investment and large scales, and strive to cultivate new opportunities in crisis and create a new era in the midst of changes.

At the same time, Foshan High-tech Zone willintroduce projects according to the standard of “high-end + chain group matching”, which focuses on the high-quality industrial system of “two transformations and hard technology” in the High-tech Zone, pays close attention to the new generation of information technology, artificial intelligence, bio-medicine, new energy, new materials and other environment-friendly projects with high-tech contents, great market potentials and good development prospects. It will accelerate the improvement of the urban function of the zone and the construction of supporting projects for public services to enhance the overall competitiveness of the zone.

Planning: find new focus and path in the new generation of development

“It is necessary to stay problem-oriented, goal-oriented, and result-oriented, make full use of the space vacated by the reconstruction of village-level industrial parks, promote the layout, introduction, settlement, and the construction of a number of large and good projects, and attract investment to promote the high-quality development of Foshan through major industrial projects,” Cai Jiahua said that the High-tech Zone will also build an efficient administrative examination and approval system to speed up with higher efficiency and simplify the process, and solve the problems one by one. Secondly, discover new needs under the current situation, enhance entrepreneurship and innovation, and find new focus and path from the future needs of industrial development. 

According to this year’s work plan, Foshan High-tech Zone will continuously promote the project settlement, establish a project investment bank and a carrier resource bank of “one zone with five parks”, and formulate policies for attracting investment in line with the five parks.

In addition, the five parks of Foshan High-tech Zone will also seek to jointly attract investment, promote investment cooperation in Beijing by relying from the online investment promotion in the first half of this year to the Tech Express in the second half of this year, cooperate with the Ministry of Commerce to make good use of the Shanghai International Import Expo to promote investment, and hold promotion activities via the Shenzhen High-tech Fair.
