Foshan Talent Innovation Lighthouse Industrial Park Shines as a New Talent Hub in GBA

Whether the lighthouse is standing atop a rugged reef or towering at the tip of a peninsula, its light would spread across the ocean. For those embarking on long voyages, it is not just a geographic coordinate but a beam of guiding light towards the future.

In Foshan, a new “lighthouse” has emerged.

This “lighthouse” was inspired from the Foshan Municipal Committee’s strategic decision of “One District, One Park, One City.” Among these, “One Park” refers to the Foshan Talent Innovation Lighthouse Industrial Park (hereinafter referred to as “Lighthouse Industrial Park”).

“It is the first industrial park named after ‘talent’ in Foshan’s history. The goal is to create a new highland for innovative talent gathering in the Guangdong-Hong Kong-Macao Greater Bay Area with productive strategic new industries, flexible and efficient system and mechanism, and sophisticated public service facilities. It aims to establish a new benchmark for national technology-driven integration of three chains (industry, academia, and research), set a new model for Guangdong Province’s emerging industries, and offer a new example of people-industry-city-culture integration in Foshan.” said Tan Yanling, a member of the Party Working Committee and Deputy Director of the Management Committee of Foshan National High-tech Industrial Development Zone, in an interview with China High-tech Zone Magazine.

After two years of high-standard construction, the Lighthouse Industrial Park has shown its initial form.

Good news emerged in the first half of this year: The key science and technology innovation platform, Foshan Wanyang Technology Incubator Park, has been completed and put into use. The main construction of the Lighthouse Innovation Building is finished. More than 20 science and technology innovation projectslike Feishi Technology have been introduced, accelerating the formation of an industrial ecosystem integrating production, education, research, and innovation.

Under the guidance of the “lighthouse,” Foshan National High-tech Industrial Development Zone (hereinafter referred to as FHIDZ) is like a fleet setting sail high, departing from Zijing Lake, moving towards the Guangdong-Hong Kong-Macao Greater Bay Area and integrating into the national blueprint.

On the morning of June 6, a reporter from China High-tech Zone Magazine visited the construction site of the Lighthouse Innovation Community in the Lighthouse Industrial Park. Amidst a light drizzle, over ten workers were braving the heat and working on pile foundation operation in the muddy ground.

The Innovation Lighthouse Community is the core of the Lighthouse Industrial Park, divided into northern and southern areas, with a total investment of 9.44 billion yuan. The northern area includes Guanghong Qi E Creative Bay, Foshan Wanyang Technology Incubator Park, Zijing Talent Innovation Park, Lighthouse Innovation Center, and Chuangzhi Bay Garden Talent Apartments.

“This area was originally a large chicken breeding farm. During the SARS outbreak in 2002, the government planned to requisition the land, but the plan did not succeed until the Lighthouse Industrial Park advanced as a municipal-level strategy.” Said Fan Zhenxu, a staff member at the Exhibition Center of the Lighthouse Industrial Park in an interview with China High-tech Zone Magazine. 

This indicates that Foshan has long been planning the Lighthouse Industrial Park.

According to Magazine China High-tech Zone, as early as October 2019, the Foshan Municipal Government had agreed to implement the core project of FHIDZ, the Innovation Lighthouse Community with a planned area of 75.73 hectares. "The concept of lighthouse appears in the scheme for the first time." Said by an employee of the high-tech zone.

Two years later, the Lighthouse Industrial Park was officially unveiled to the public.

In November 2021, during the 13th Party Congress of Foshan, Secretary of Foshan Municipal Party Committee Zheng Ke presented a work report, in which it emphasizes the acceleration of high-level technological innovation and the construction of a high-standard innovation hub of “One Zone, One Park, One City”. “One Zone” refers to FHIDZ, “One Park” to the Lighthouse Industrial Park, and “One City” to the Sanlongwan Sci-Tech City.

Foshan National High-tech Industrial Development Zone focuses on technology and emerging industries, developing and expanding high-tech enterprises, bringing in and cultivating several strategic emerging industry clusters. The Lighthouse Industrial Park emphasizes intelligence and innovation, attracting high-level talent and innovation teams, promoting transformation of technological achievements, and creating innovation and start-up platforms. Sanlongwan Sci-Tech City focuses on aggregation and leadership, pooling high-end innovation resources and enhancing innovation capabilities to lead in technological and industrial innovation.

From manufacturing to smart manufacturing, under industrial upgrading and the development opportunities of the Guangdong-Hong Kong-Macao Greater Bay Area, Foshan has the need for an innovation carrier when the Lighthouse Industrial Park was born.

In Foshan, although there are many industrial parks and platforms, the Lighthouse Industrial Park stands out as the only one named and built with a focus on “talent and innovation”, highlighting its significance and value.

Covering an area of approximately 30 square kilometers, the Lighthouse Industrial Park is located in Shishan Town of Nanhai District, at the central area of Foshan. Positioned at the crossroads of Foshan Airport’s air-rail economic belt and modern logistics industry belt, as well as the center of the strategic and emerging industries cluster and high-end manufacturing cluster, the park was initially named the Foshan Central Talent Innovation Lighthouse Industrial Park.

Construction of the Lighthouse Industrial Park began on June 23, 2022.

The Foshan Municipal Party Committee and Foshan Government have considered the launch of this park as a new starting point, to further advance “intelligence” and “innovation” with increasing investment in technological innovation resources and a comprehensive set of policies to support the park’s development. The Management Committee of FHIDZ, Nanhai District Government, and Shishan Town Government are expected to coordinate project construction, while municipal departments should provide policy support and resource allocation so as to make it a significant and strategic hub for high-level talent in the Guangdong-Hong Kong-Macao Greater Bay Area.

On the same day, the planning for the Lighthouse Industrial Park was unveiled. In six years, the park will be built with a spatial framework of “One Core, Four Parks.” The “One Core” refers to the Innovation Lighthouse Community Core, which will be developed through the construction of high-end facilities such as R&D headquarters, incubation platforms, research centers, and talent apartments. This core aims to become a driving force for high-quality development by integrating talent and innovation. Based on industry planning, select four major strategic and emerging industries and build “Four Parks” of technology innovation, each of which takes over 66 hectares: Digital Economy Innovation Park, Integrated Circuit (Semiconductor) Innovation Park, Artificial Intelligence (Industrial Robotics) Innovation Park, and New Materials Innovation Park.

“Taking advantage of the superior natural environment, technological innovation carrier cluster, a gathering of college talent, and convenient regional transportation, the entire park serves as a drive to the transformation and upgrading of traditional industries, and the cultivation of strategic and emerging industry clusters,  leading Foshan towards high-quality development,” said Tan Yanling.

Guided by this plan, the construction of the Lighthouse Industrial Park has accelerated.

The Lighthouse Innovation Center, Foshan Wanyang Technology Innovation Park, Ping An Smart Innovation Technology Port, and other 7 key projects with a total investment of approximately 9 billion yuan have commenced construction.

The first bacth of the talent apartments, PhD Building, featuring 140 apartments, has been put into use ahead of schedule. 

“We chose the Lighthouse Industrial Park primarily due to the development prospects of FHIDZ and its support for transformation, upgrading, and technological innovation,” said Zhang Yongmei, General Manager of Wanyang Innovation City Technology Co., Ltd. The Lighthouse Park project is mainly designed to nurture and incubate technology innovation enterprises in fields such as artificial intelligence, semiconductors, and new materials. It is expected to accommodate more than 60 companies, aiming to foster high-tech enterprises that make up more than half of the total, and to develop into a national-level incubator.

However, the term “Foshan Central” imposed many limitations for the Lighthouse Industrial Park.

“Whether in terms of physical space, industrial layout, or future vision, the name, Foshan Central Lighthouse Industrial Park, suggested its role in serving only the central area of Foshan rather than a comprehensive, open, and innovative highland with broad regional influence,” an analyst told journalist from China High-tech Zone Magazine.

Reconstructing the spatial layout of the Lighthouse Industrial Park was particularly crucial.

In July 2022, on the Fourth Plenary Session of the 13th Foshan Municipal Party Committee, in line with the overall industrial layout of “a strong core in the center, two belts in the east and west, two circles in the north and south”, key areas with foundations, space and prospects were selected to develop into a series of characteristic manufacturing parks. The ambitious plan included establishing the "Double Ten Parks" with the Lighthouse Industrial Park listed among the “Top Ten Innovation-driven Characteristic Manufacturing Parks”. It is responsible for building a new highland for talent aggregation in the western wing of the Greater Bay Area, a benchmark for the integration of "three chains" in industry, innovation and talent nationwide, a new model for cultivating strategic and emerging industries in Guangdong, and a new example of integrating people, industry, city, and culture in northern Foshan.

And then a new name of the Lighthouse Industrial Park has been officially announced in documents—

In the planning document issued by the Foshan Municipal Government, titled "Double Ten Parks Planning Scheme", the Foshan Central Talent Innovation Lighthouse Industrial Park was officially renamed “Foshan Talent Innovation Lighthouse Industrial Park”.

As the leading entity responsible for developing the Lighthouse Industrial Park's innovation community, FHIDZ has also been included in the "Double Ten Parks Planning Scheme".

The delete of one word "Central"  clears the space for a vast transformation.

The new definition deepens the park's connotation and expands its scope. Making breakthroughs from region to larger area, from concept to practice, the Lighthouse Industrial Park is paving the way for Foshan's integration into the Guangdong-Hong Kong-Macao Greater Bay Area, the Shenzhen Pilot Demonstration Zone, and the cooperation zones of Hengqin and Qianhai. This marks a significant milestone in Foshan's effort in becoming a pivotal city in the Greater Bay Area.

Benchmarking with Songshan Lake

With its rolling hills, lush greenery, and shimmering lake views, the Innovation Lighthouse Community of Lighthouse Industrial Park looks like a picturesque tourist destination.

In fact, the Innovation Lighthouse Community is still under construction.

It is introduced that the entire community is developed through self-construction and cooperation. It will feature a range of high-end carriers, including maker spaces, R&D headquarters, research centers, incubation platforms, public service platforms, achievement transformation centers, high-end smart manufacturing and talent apartments. It aims to create a high-tech industrial park that integrates technology R&D, incubation acceleration, pilot testing, smart manufacturing, industrial services, and industry-academia-research practice, which serves as a model engine for the Lighthouse Industrial Park’s focus on technological innovation.

“In the construction of the Lighthouse Industrial Park, we emphasize ‘quality’ and ‘co-creation,’” said Tan Yanling. She explained that it includes three approaches: strengthening the core to create an innovation ecosystem chain of “one core and four parks”; fostering innovation synergy to develop a “three-city-in-one” model, and driving regional development to establish a win-win growth path.

Currently, the northern area has attracted five investment projects with a total investment of 3.38 billion yuan.

The Foshan Innovation Lighthouse Talent Apartments, Chuangzhi Bay Garden, covering an area of 3.26 hectares with a total construction area of 110,000 square meters and a total investment of 1.3 billion yuan, is expected to provide 810 apartments. It will include commercial streets infused with Lingnan cultural features, a lighthouse square designed with a box shape, and a kindergarten, creating a comprehensive urban cultural hub of commerce, entertainmentand culture.

The Guanghong Qi E Creative Bay project has begun its piling foundation work.

The Zijing Talent Sci-Tech Innovation Park project has completed geological exploration, temporary water and electricity installations, and the construction of the investment promotion center.

“By the side of mountains and water, the entire community tries to preserve the natural terrain, landform and original ecology to the greatest extent possible with an exploitation rate of less than 50% of its total area,” Fan Zhenxu told China High-tech Zone Magazine.

The introduction of a new project often comes with its share of controversies.

This was the case with the Lighthouse Industrial Park. In addition to its initial relatively narrow focus on the central part of Foshan, there was also debate over its name being too plain.

“Talent Industrial Park is such an old-school name.” Some questioned.

The straightforward and simple naming, however, reflects the pragmatic and visionary spirit of Foshan people.

The Nanhai Higher Education Mega Center, located within the Lighthouse Industrial Park, boasts five higher education institutions: Foshan University, the South China Normal University School of Engineering (Nanhai Campus), Guangdong Neusoft University, Guangdong Industry Polytechnic University, and Guangdong Mechinery Technician University. These institutions collectively accommodate approximately 65,000 students and faculty members.

“Within the 'One Core and Four Parks’, there are over 2,000 doctoral researchers engaged in innovation and entrepreneurship. Additionally, there are 15 major technology innovation platforms, 5 national-level incubators, and 5 national-level maker spaces providing innovative support to the Lighthouse Industrial Park,” Shao Haoyang, Director of the Enterprise Service Bureau of the FHIDZ Committee, told China High-tech Zone Magazine.

Notably, there are strong scientific research platforms behind the Integrated Circuit (Semiconductor) Innovation Park, Artificial Intelligence Innovation Park, New Materials Innovation Park, and Digital Economy Innovation Park. It includes the Guangdong Institute of Semiconductor Micro-Nano Manufacturing Technology, the Guangdong University of Technology Collaborative Planning Research Institute for CNC Equipment, the Guangdong Artificial Intelligence Industrial Park, the Foshan Intelligent Equipment Technology Institute, Foshan Huashu Robotics Co., Ltd., the Foshan Taoyuan Advanced Manufacturing Research Institute, the National Additive Manufacturing Innovation Center Foshan Branch, and the Planned New Materials Innovation Park,etc.

"In the future, the Integrated Circuit (Semiconductor) Innovation Park, Artificial Intelligence Innovation Park, New Materials Innovation Park, and Digital Economy Innovation Park will form an industrial cluster worth 55 billion yuan," Shao Haoyang introduced.

Leveraging these resources to build the Lighthouse Industrial Park presents Foshan with a distinct first-mover advantage, a solid foundation for late-stage development, and core competitiveness.

To capitalize on the opportunities brought by the development of the Guangdong-Hong Kong-Macao Greater Bay Area and to construct the core area of the Lighthouse Industrial Park with high standards, the FHIDZ has drawn inspiration from national high-tech zones such as Beijing Zhongguancun and Shanghai Zhangjiang, with Dongguan Songshan Lake High-Tech Zone (hereinafter referred to as Songshan Lake) identified as a key model for benchmarking.

FHIDZ and Songshan Lake both belong to Guangdong Province.

In a recent comprehensive national ranking of high-tech zones, FHIDZ ranked 27th, while Songshan Lake ranked 25th with two indicators leading nationwide.

“In terms of the number of higher education institutions, both zones are equally matched. Songshan Lake currently has four universities: Dongguan University of Technology, Guangdong Medical University, Dongguan Polytechnic, and Guangdong University of Science & Technology. Additionally, the Greater Bay Area University (Songshan Lake Campus) and City University of Hong Kong (Dongguan) are also planned to settle,” said a representative of the FHIDZ.

In 2001, Dongguan initiated the construction of Songshan Lake Science and Technology Industrial Park, fostering emerging industries and integrating the development of people, industry, and city, to position itself as a strategic center for urban economic development. After more than 20 years of construction and growth, Songshan Lake has preserved its ecology, featuring an 8-square-kilometer lake and a green coverage rate exceeding 60%. Now, it has evolved into an urban industrial city and Dongguan's iconic city landmark with a harmonious blend of technology, industry and nature.

Twenty years after its inception, Songshan Lake Science City Development Plan (2021-2035)was released in May 2021. The plan outlines five key goals: an original source of innovation with global influence-, a birthplace of emerging industries, a gathering place for innovative talent, a demonstration area for intellectual property, and a livable city of science and culture.

Shortly thereafter, Foshan unveiled the Overall Construction Plan of Lighthouse Industrial Park setting forth five key tasks: creating a first-class special zone for innovation and entrepreneurship talent, building a first-class technological innovation platform, nurturing a first-class strategic emerging industry cluster, establishing a first-class management system, and forming a first-class integrated system of people, industry, city and culture.

“From High-tech Zone to Science City, the transformation of Dongguan's Songshan Lake aligns strategically with Foshan's Lighthouse Industrial Park. From this perspective, benchmarking against Songshan Lake provides valuable insights for the development of the Foshan Lighthouse Industrial Park.” Relevant persons noted that both are not merely industrial parks focused on economic growth but also emerging urban areas with sociological dimensions, whose the primary goal is to attract talent.

Indeed, Songshan Lake has successfully attracted talent from across the nation, owing to its science and technology industrial park. Currently, the area has attracted 68 national-level scientists and more than 3,000 highly qualified individuals with doctoral degrees or higher. Among the 180,000 employed people in Songshan Lake, 43% hold a bachelor’s degree or higher, and 92% are under the age of 45, forming a diverse talent pool that includes top scientists, technology R&D experts, and applied professionals.

Foshan also aspires for the Lighthouse Industrial Park to leverage its location within the Greater Bay Area, its industrial strengths, and its platform as a national high-tech zone to continuously attract, retain, and cultivate talent. It focuses on forming a new growth pole characterized by the concentration of high-end talent, innovative resources, and abundant innovation outcomes. The goal is to create a talent special zone and industrial park within the Greater Bay Area that possesses strong appeal, significant influence, and world-class stature, reflecting Foshan's commitment and contributions to building a powerful Guangdong through talent.

Benchmarking against Songshan Lake, the Lighthouse Industrial Park is bursting with creativity.

As you proceed along Guanghong Qi E Creative Bay, you'll encounter a shimmering body of water at the northern edge—Zijing Lake, which is still unfamiliar to many Foshan residents.

A representative of the FHIDZ revealed that Zijing Lake was formerly known as Huangdongjing Reservoir. To better integrate into the Greater Bay Area and give the Lighthouse Industrial Park an iconic symbol, the reservoir was renamed Zijing Lake.

Today, the Lighthouse Innovation Center is rising rapidly at the forefront of the northern peninsula of Zijing Lake.

The Lighthouse Innovation Center has a total building area of over 50,000 square meters, which integrates government services, business offices, corporate culture, and supporting services. It is a landmark building in the core area of the FHIDZ and the Innovation Lighthouse Community. Now, the main structure is completed.

Standing atop the Lighthouse Innovation Center and gazing southward, you can see the Lighthouse Technology Summit Hotel, Unicorn Headquarters Base, Digital Innovation Platform, Digital Innovation Service Center, Technology Cooperation Innovation Park, Digital Economy Industrial Unit, and Digital Exhibition Exchange Center scattering across the peninsula of Zijing Lake.

According to reports, the projects mentioned above in the southern area will be developed in two phases in fiscal payment, exploited by state-owned assets with rolling funds.

At Guangdong Magelesi Technology Co., Ltd., that headquartered in the Lighthouse Industrial Park, gas sensor chips and other products are continuously being produced. As a tech enterprise selected as a start-up team of high tech industrialization in the FHIDZ, Magelesi has seen rapid development in the sensor field, with sales growing quickly.

The original intention behind Foshan's establishment of the Lighthouse Industrial Park is to gather and foster a large number of such teams and enterprises, thereby creating strategic emerging industries with higher added value.

"Researchers draw inspiration from nature and harmonious environments, so our park is a combination of scenic spots, campus, industrial park, and community," explained Professor Li Fengyu, chief designer of the Lighthouse Industrial Park. "The park upholds the national strategy of talent revitalization, ecological civilization, and technological innovation-driven development, aiming to achieve the optimal introduction and cultivation of strategic emerging industries, creating opportunities for new industries and a high-end technology industrial park facing the future."

Flaming Torch

In the core area, construction is in full swing.

The municipal network in the northern zone of the Lighthouse core area has largely been completed.

The Talent Park project, covering 23 hectares with a total investment of 180 million yuan, has been completed.

Land acquisition procedures for the southern projects have commenced ahead of schedule, with construction expected to begin shortly.

The construction plan for Zijing Bridge, connecting the northern and southern zones of the Lighthouse area, has been preliminarily determined and construction scheduled to start within the year.

Beyond the core area, development is booming.

The Fengmeiling Project—Xingzhong Innovation Industrial Park, with a total investment of 10 billion yuan, has begun construction of its first and second phases. It will provide 690,000 square meters for a science and technology industrial park, focusing on intelligent manufacturing, high-end equipment, artificial intelligence, and new materials. It is also designed to be a modern industrial 4.0 version of intelligent manufacturing center in the Greater Bay Area achieving industrialization, diversification, high-end orientation, integration, regionalization. The park is expected to bring in 50 enterprises.

The first phase of the Guangdong Institute of Semiconductor Macro-Nano Manufacturing Technology is near completion, with equipment installation and commissioning underway.

The Nanhai Nano Electronic Information Industry City project within the New Materials Innovation Park, covering approximately 33 hectares, has begun the first phase construction of 7.46 hectares this year.

Currently, the Lighthouse Industrial Park is advancing with high-quality construction in accordance with the implementation goal of "three years to take shape, five years to achieve results, and ten years to set an example".

For the FHIDZ, this is an honorable responsibility and a challenging task.

On January 4, 2023, the Foshan Municipal Government held a special meeting on the development and construction of the Lighthouse Industrial Park, deciding that the FHIDZ Administrative Committee would take charge of the overall planning, design, and management of the Lighthouse Industrial Park. A municipal-level Lighthouse Industrial Park Construction Command was established forming a management matrix, creating an efficient, goal-oriented management mechanism with clear responsibilities and work division.

All efforts have been made to accomplish the mission.

The FHIDZ, along with Nanhai District and the Foshan Talent Group, has formed a task force to strategically plan, design, and coordinate the high-quality advancement of the Lighthouse Industrial Park, establishing six specialized teams responsible for specific tasks, including land planning, talent recruitment, construction operations, and more.

"To guide the construction of the Lighthouse Industrial Park with high-level planning, we have coordinated the overall planning, industrial planning, urban design, and detailed planning of key areas, establishing a '1+2+X' planning system," Tan Yanling told the journalist.

With efficient progress, the Lighthouse Industrial Park continues to make new strides. On March 26, the first completed park, Foshan Wanyang Technology Park was opened.

Foshan Wanyang Technology Park, a modern high-end industrial technology park, began construction in April 2022. In terms of supporting services, the park has established strategic cooperation with financial institutions such as China Minsheng Bank, who provides over 3 billion yuan of financial line of credit to address the challenges of financing for enterprises within the park.

On the launching day, 17 signed teams in biomedicine, semiconductors and new materials settled in the FHIDZ, introducing over 40 high-level talents.

"The construction of the Science and Technology Innovation Center, Guanghong Qi E Creative Bay, Zijing Talent Technology Innovation Park, and other projects within the park is also accelerating, whcih can provide more space for strategic emerging industries and talentto settle and develop," said Tan Yanling. She mentioned that later the park will also establish the "All for you" Service Center and the International Talent Port within the Lighthouse Industrial Park, providing government services, talent services, technology services, and financial services to enterprises.

Starting with the Lighthouse Industrial Park and the Northern Foshan Strategic New Industrial Park, the FHIDZ Administrative Committee will further focus on talent introduction and cultivation, technological innovation, and industrial development. The aim is to comprehensively create a high-quality industrial development carrier, promote the transformation of scientific and technological achievements, and provide the driving force for cultivating new productive forces in Foshan.

With the cooperation of the five parks, the investment promotion and talent attraction work at the Lighthouse Industrial Park continue to advance.

The FHIDZ, in collaboration with Nanhai Industrial Park and Shishan Town, organized an investment promotion roadshow to Beijing’s Zhongguancun, in which a Jintech Industrial Cooperation Agreement was signed and three project cooperation intentions were secured. Additionally, 40 projects were under negotiation, including Shenzhen B&P Automation Dynamics Ltd. and Chongqing Terminus, covering high-end equipment manufacturing, intelligent manufacturing, semiconductors and biomedicine, with a planned total investment exceeding 3 billion yuan.

Since 2024, a total of 39 enterprises have settled in the Foshan Wanyang Technology Park, Foshan Leaguer Science Park, Guangzhou University of Technology Research Institute, and the Robotics Innovation Center, with 33 projects already implemented, amounting to a total investment of over 2 billion yuan.

"In the future, if the Lighthouse Industrial Park becomes the core park of the FHIDZ, it will end the history of FHIDZ lacking a core park,enabling it to play a leading role in development, and accelerating the transformation of the Lighthouse Industrial Park into a talent hub of significant influence in the Greater Bay Area, a national-level applied technology innovation center, and a central platform for regional strategic emerging industries," suggested an expert who has extensively study on the development of high-tech zones.

"Next, we will improve the planning and development of the Lighthouse Industrial Park, expedite the construction of key projects, intensify efforts in investment promotion and talent recruitment, and promote the deep integration of the talent chain with the innovation chain, industrial chain, and capital chain, thereby fostering the aggregation of innovative elements in the High-Tech Zone," said Hu Xuejun, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the FHIDZ.
